Payroll Taxes

Listed below are general explanations about the different taxes that are withheld each pay.  

  • Federal Withholding (Federal) – Federal Withholding taxes are the amounts that are deducted from an employee’s pay check based on the filing status submitted on the W4 card to the payroll department.The taxes are remitted to the IRS every pay date.
    • An employee’s federal taxable gross is reduced by the following deductions:
      • Retirement
      • 403(b) Annuities
      • Medical / Dental / FSA
    • Additional information about federal withholding is available on the IRS’s website at www.irs.gov 
  • F.I.C.A. Tax (Social Security / Medicare Deduction) – Social Security or OASDI-Old Age, Survivors and Disability Benefits (6.2%) and Medicare taxes (1.45%) are the amounts that are deducted from an employee’s pay check and remitted to the IRS every pay date.
    • An employees F.I.C.A. taxable gross is reduced by the following deductions:
      • Medical / Dental / FSA
    • Each year the total maximum Social Security Wages taxed changes.
    • The 2018 wage limit is $128,400.00.
    • Once an employee earns wages of $128,400.00 Social Security Tax is no longer withheld from an employee’s pay check for the remainder of that calendar year
    • There is no limit on the amount of Medicare Taxes that an employee pays each year.

  • Pennsylvania Unemployment Tax (Unemp Comp Tax) – PA Unemployment Tax is deducted from an employee’s pay check and remitted to the State of Pennsylvania to be applied to unemployment benefits
    • The 2018 tax rate is .08%.

  • Pennsylvania Withholding Tax (PA State Tax) – PA Withholding Tax is deducted from an employee’s pay check and remitted to the State of Pennsylvania every pay date.
    • An employee’s PA State taxable gross is reduced by the following deductions:
      • Medical / Dental / FSA
    • The 2018 tax rate is 3.07%.

  • Local Wage Tax (Local Tax) – Local Wage Tax is deducted from an employee’s pay check and remitted to the Keystone Central School District Tax Office.
    • An employee’s Local Wage taxable gross is reduced by the following deductions:
      • Medical / Dental / FSA
    • The 2018 tax rate varies depending on what municipality / township you reside in.  The Payroll department is required by Act 32 to withhold the correct local tax based on the employee's residency and a new Residency Certification Form must be filled out annually (December).  If you move you must fill out a new form and remit it to the Payroll department for the address change to occur.  It is imperative, due to Act 32, that you get the new information to Payroll as soon as possible.

  • Local Srvcs Tax – Local Services Tax is deducted from an employee’s pay check and remitted to the appropriate collector.
    • The 2018 annual tax is $52.00 ($2.00 per pay)
    • This tax affects employees working at the following buildings: Robb, Dickey, Renovo, Liberty Curtain, CMHS, Bucktail and Administration.
    • Additional information about the City of Lock Haven's Local Services Tax is available at www.lockhavencity.org
  • Occupation Privilege Tax (OCCP) - All other buildings are subject to an Occupation Privilege Tax which is levied by the other municipalities/townships.
    • The 2018 annual tax is $10 (taken in one lump sum at the beginning of the year).
